Which of the following most accurately describes the problem?

Christopher Parton, of Ynysymon Road, Alltwen, employed by an Irish haulier, found himself before Llanelli magistrates accused of using a vehicle without insurance or a test certificate although the required documents had been presented in the Republic of Ireland. Parton's employer, Wexford-based Nolan Transport, took the documents and a test certificate to a police station in the Republic of Ireland but British authorities were not informed.

Those charges were dropped after the documents were brought from Ireland but Parton was convicted of failing to produce them and given a 12-month conditional discharge. He was also fined £200 after pleading guilty to failing to enter the date on the centre field of two tachograph charts.

Defending, Mark Walters said that when the vehicle driven by Parton was stopped on the AAB in May he had shown them photocopies of the documents concerned but the police would not accept photocopies.

On hearing this, Parton's employers produced the documents to the police in Wexford who promised to the notify Dyfed-Powys Police, but that had not been done.
