Which of the following most accurately describes the problem?

• The Government has rejected plans to raise the 0-licensing weight threshold for goods vehicles from 3.5 to 6 tonnes because of environmental consequences.

The proposal to go to six tonnes was included in the consultation paper issued earlier this year which also suggested a move to continuous licensing. This idea will be adopted in the forthcoming Deregulation Bill.

The Department of Transport says it will not raise the threshold in the immediate future because it wants to see the effects of other deregulation proposals including first a simplification of domestic drivers' hours regulations, which are still out to consultation.
