Widnes magistrates are to be congratulated on their judgemen which clearly heeded John Major's code for enforcement agencies in coming to their decision. I know of one businessman who is being prosecuted for minor offences, one being 'that he entered a disposal site seven minutes before the approved time'. No doubt it is a hanging offence in the eye's of the regulators.
