Which of the following most accurately describes the problem?

Meaty haulage specialist Vanguard Engineering has just shipped a 10,000 ton oil refinery to Hainan, China For nearly 20 years, the abandoned refinery lay among weeds in Canvey Island, Essex. It seems Occidental Oil had erected the refinery in good faith but was forced to withdraw from the project by a fuel crisis at the time.

The equipment has been purchased by the .Ko Fung Oil Refinery in Hainen and shipped out from Tilbury Docks. Vanguard Engineering won the contract after it agreed to rescue the overgrown machinery and equipment from its resting place among the brambles and weeds and ship it out within a month. The project included assembling a temporary warehouse the size of a football pitch at Tilbury. For seven days a week, Vanguard drivers made 503 journeys from Canvey to Tilbury in one of the largest road movements in the South of England since last year's trip to the office for CM' s staff Christmas party.
