Which of the following most accurately describes the problem?

TRANSPORT Supplementary Grant to be paid to local authorities in England and Wales in 1978/79 is to be set at £275million.

The grant is related to £953 million of estimated expenditures and will be paid at a rate of 70 per cent of each authorities accepted expenditure above a population-related threshold of about £10 per head.

Two special' thresholds are also announced. The first of which will, be to safeguard expenditure on public transport and pre-1975 road schemes.

The second covers rural transport. They will ensure that grant is paid towards the whole of expenditures concerned.

The threshold relating to public transport subsidies is a new arrangement designed to encourage authorities who devote resources to supporting rural bus services but who would otherwise receive only a minimal amount of TSG.
