Which of the following most accurately describes the problem?

use by its staff after it emerged that some of its computers have been used to download illegal pornography.

Last week the RHA's head of employment, Ruth Pott, sent an e-mail to staff saying the most common web sites accessed by staff were ''pornographic or holiday/travel". It continued: On occasions, immoral and in some cases illegal material has been downloaded".

As a result, says Pott, the RHA will now monitor use of the Internet by staff and all sites visited will be recorded centrally and on PC hard drives.

Pott would only say: "It's an internal matter".
