Which of the following most accurately describes the problem?

hile everyone would agree that good traffic policing is necessary for the wellbeing of all road users, it is rare when a policeman receives an award from a sector of the transport industry. Congratulations are due to PC Dave Smith of the Central Motorway Police Group who has been honoured by the Institute of Vehicle Recovery as "the person who has done most to promote the aims and ambitions of the recovery industry".

Dave is safety officer and a founding member of the Institute's Road Safety Group which produced the "Life on the Edge" videos under his supervision. The videos offer advice on safe procedures and training to independent recovery operators. And Dave's trophy for such sterling work? Why, a gold-plated model of a recovery truck, of course.
