Which of the following most accurately describes the problem?

• General Contracting Company has beaten a bid by East Northamptonshire District Council's own workforce to win a direct services contract with the council.

The five-year contract, worth over £5 million, includes refuse collection, street cleaning, building cleaning, vehicle maintenance, grounds maintenance, and sewer cleaning and maintenance.

Notts-based General Contracting has been operating refuse-collection contracts for Ministry of Defence establish ments for 30 years. Managing director Steven Brudenell says the company was "substantially restructured" last year to enable it to bid for the new-style contracts introduced under the Local Government Act 1988.

"We will be taking on about 25 of East Northamptonshire's vehicles, ranging from pickup trucks to refuse freighters, and will operate a rolling replacement programme for the fleet," says Brudenell.

"We hope to take on the vast majority, if not all, the existing workforce," he adds.
