Which of the following most accurately describes the problem?

NATIONAL Freight Consortium-owned National Carriers Contract Services has won a £186,000 contract from fellow NEC company Cotrali-Pickfords.

NCCS is to distribute beer, cider, wines and spirits to retail outlets throughout Greater London and the south of England for Cotrali-Pickfords, the wine shipping and warehousing company.

The contract will be based at Cotrali's 100,000 sqft bonded warehouse on Northfields Industrial Estate, Wembley. NCCS is providing drivers and a fleet of Mercedes vehicles under the overall control of senior contract manager Cohn Ilobbs.

A Cotrali-Pick fords spokesman told CM that originally it was going to run its own fleet and had collected quotes from vehicle suppliers, then NCCS approached Cotrali-Pickfords and successfully suggested that the system was best run by contract hire.
