Which of the following most accurately describes the problem?

Dr licence objections FOSTER Committee's recommendations for operators' ing objections on the grounds of environmental damage result in an "enormous increase in bureaucratic effort very little positive return."

is is the opinion of Freight ;port Association deputy :tor Gary Turvey, ring in Birmingham this said there is nothing g in the principle that a depot should be sited so it did not cause unreable annoyance, but the of achieving this prod by Prof Foster was tbersome and unfair".

.Turvey gave an example uch unfairness, If an ing transport depot was equently surrounded by ing, would it be fair that householders could then ct to the renewal of the ators' licence by claiming it was environmentally iitable to have a transport it in the midst of a housing te?

FTA suggests three s to achieve a sensible ennmental objection proced rst the LA must satisfy self that an 0-licence applicant has adequate offstreet parking — a main cause of environmental complaint. Secondly the FTA wants the 'right of environmental objection to be restricted to local authorities, "the natural guardians of any individuals' environmental rights."

Finally there should be a better link between the licensing system and the planning permission procedure. The FTA is in favour of planning permission for a new depot, to include a ceiling in the number of vehicles to be operated from there.

Mr Turvey said that this would be in everyone's interest and "lay the foundations for a progressive improvement in the environmental control of operating centres."

The FTA proposals on environmental objections have been discussed with both local authorities and the licensing authorities.
