The DTC made it plain that Ignorance of the requirements is no excuse. If someone holds an 0-licence, they are required to comply with the regulations at all times. However, since Vale Logistics was a new operator, the DTC was prepared to give the firm the benefit of the doubt If he had thought that the company had been dishonest or willfully reckless, he would not now be offering it an olive branch.
