Which of the following most accurately describes the problem?

ABILATERAL agreement covering quotas for goods transport by road between this country and the Federal Republic of Germany is to be negotiated on the 9th/lOth June in London. Later this year, similar agreements will almost certainly be drawn up with Sweden, Denmark, Switzerland, France, Italy, Luxembourg, Belgium and the Netherlands.

France is most likely to be selected as the first country with which to conclude an agreement after Germany. This is due to the obstructive and unco-operative attitude of the French authorities in the granting of permits to British carriers; it is thought that this attitude can only be overcome by the establishment of a definite agreement.

It is also understood that hauliers have pressed the Ministry of Transport to seek quotas with Spain in the light of the current difficulties in obtaining permits from Madrid.
