Which of the following most accurately describes the problem?

EIOLLOWING an amendment to the original application after agreement with the objectors, Bishop's Wharf and Isherwood (Liverpool) Ltd. and Bishop's Wharf and Isherwood (Warrington) Ltd. were granted 23 vehicles and 18 trailers on A licence by the North Western Licensing Authority, Mr. C. R. Hodgson, last week.

A short-term B licence for 16 vehicles and 10 trailers was also granted pending the grant of a substantive B licence.

The two companies originally sought to operate a total of 39 vehicles and 28 trailers on A licence from bases at Liverpool and Warrington.

At the outset the LA said there was a volume of documentary evidence that the objectors, British Railways and the Transport Holding Company, would like time to study. Following an adjournment, Mr. J. Backhouse, for the applicants, said he would now apply for the vehicles on A and B licences all to be based at Warrington, with a revised normal user.

An application would be sought for a new B licence with• conditions for all vehicles, except a maintenance vehicle, to read: "General goods, Lancs and Cheshire, and unit loads to and from British and Irish Steam Packet Co. Ltd."
