Which of the following most accurately describes the problem?

• I am writing in response to Peter Green's comments about magistrates remaining impartial and fair (CM 16-22 April). I have just been fined £320 for failing to hand in four tacho cards to my office and my employer has been fined the same amount.

I read in a later edition of CM that someone was fined £550 for having defective brakes and a steering wheel held in place by tape. As a married man with two children the price of my forgetfulness seems very high — especially when no question of danger nor financial gain was involved. J Schofield
