Which of the following most accurately describes the problem?

• The European Parliament approved an annual increase of 40% in the allocation of multilateral permits at its meeting in Strasbourg this week — but also announced that bilateral quotas will be reduced by a similar proportion.

The proposal to reduce bilateral permits, put forward by the EEC parliament's Transport Committee, was attacked by Britain's transport spokesman, James Moorhouse and Transport Commissioner Stanley Clinton Davis.

Moorhouse said some members appear to think there is a surplus in lorry permits: "That is not the experience in the United Kingdom," he said.

The EEC Commission will now consider the vote by the EEC Parliament, and will decide whether to recommend the proposal to a meeting of the Council of Ministers later this year.
