At the beginning of this article on gaining a CPC Certificate, a number of questions are asked. The particular question which refers to "Does an own account operator need an '0' Licence?", the answer given of "No" is of course incorrect.

It is necessary for any trader or business whereby they are operating goods vehicles to obtain an operator's Licence; the exception to this would be if the vehicle is classified as a small vehicle or is one of a detailed list of exempt vehicles.

This requirement is as laid down in the Transport Act 1968, amended by the Road Traffic Act 1974 and the Transport Act 1982.

This is a sneaky half-question to which we gave a sneaky halfanswer. Own account operators, who do not carry goods for hire and reward, do not need to possess a full, national or international standard 0licence. These are the sort of 0-licences which include "professional competence" and "good repute" among their onerous criteria. Own-account operators only need to acquire a less selective, restricted licence. The whole issue of operating licences is one of those grey areas in which the examiners, and Commercial Motor, like to pose the occasional trick question. Ed.
