Which of the following most accurately describes the problem?

with a national license but reading your article on cabotage (CM 6 June '87) makes me feel uneasy.

Would it not be possible to either: a) surcharge domestic rates to foreign operators to compensate for them not paying road fund license, or: b) limit the time spent in this country unless they have paid the equivalent to our road fund license?

I think a definition as to what constitutes a return journey must be agreed.

I suppose the ultimate solution is to do away with the two-tier system of '0' licensing and permits and just make it an international 'free for all'. R Gardiner Rogiett, Gwent
