Which of the following most accurately describes the problem?

THE FIRST PHASE of staff reorganisations have been announced by the Freight Transport Association, to take effect in time for directorgeneral Hugh Featherstone's retirement next year and his replacement by his present deputy, Garry Turvey.

Mr Turvey will not have a deputy, but the present three director management team will be increased to five, with new areas of responsibility for some of the present directors.

The new directors are SouthEastern controller John Morris, who takes over many of Mr Turvey's responsibilities as company secretary and will in effect be director of finance, and Richard Turner, the controller of planning and traffic services. Mr Turner will take control of the information and publicity activities of the FTA, giving him responsibility for the closely related information, research and planning activities.

Jack Welsh will remain director of transport user services (including the British Shippers Council), Terry Goldrick will remain director of engineering, but with such services as Freightcheck, Freightaid and consultancy added to his department, and Bill Mills will have principal responsibility for the five regions, as well as other administrative responsibilities.

Two new regional controllers have also been named, Chief information officer John Guttridge, who has been with the FTA since 1965, will manage the South-Eastern region, replacing Mr Morris, and South-Eastern secretary Frank Cook, a Welshman who has been with the FTA since 1968, will be SouthWestern controller.

The present South-Western controller, Terry Barnes, is being given a new national role, which he will undertake from the South-Western office at Bristol. He is being given a national membership liaison and development role, and will maintain personal contact with member companies. Mr Barnes has been with the FTA and its predecessor for 21 years.
