Which of the following most accurately describes the problem?

A N Order of the Minister of Trans1-1 port, which regulates the coach traffic between Manchester and Black= pool, is likely to be extended to all the districts and towns adjacent to Manchester, so that all operators will be treated alike.

Mr. W. Chamberlain, chairman of the North-Western Traffic Commissioners, made an announcement on the subject at Manchester on Friday last, during the hearing of an application by Mr. T. H. Parker, an operator of excursion and express services from Oldham, Hyde and other East Lancashire towns.

It was stated that Mr. Parker was likely to acquire a Manchester coach business, and the chairman hinted at the difficulties of maintaining control over certain excursion arrangements in circumstances such as might arise in this event. He mentioned that he had been considering this matter for the past two years.

He was not prepared to ask the Government to multiply the number of inspectors, but he was carefully considering the application of Order No. 9 to the whole of the operatOrs carrying on similar services. In the four years. of its operation, he said, this Order had done no serious harm.

Much has been said about the unfair ness of Order No. 9. It limit's the number of journeys, as distinct from the number of vehicles, which may be run by the coach operator to a specified destination, on the basis of what the operator was doing when the Act came into force.
