Which of the following most accurately describes the problem?

"The wheels of wealth will be singed by all difficulties of transport, at whatever points arising, as a carriage is by the roughness of the roads over which it runs.''—fohn Beanie Crozier, Mr. Wingate, prosecuting, said that the v6hicle was carrying 100 bags of wood flour, stacked four deep and not secured in any way, on a vehicle that had no sides. " For some reason," bags toppled off, some falling on the roadway and others through the bus windows. The wood flour caught fire, and several people were burned.

Appearing for the defence, Mr. A. D. Gerrard called Fredk. Reeve, the driver's employer, who told the court that his lorries had transported 79,469 bags in one year, always without ropes or chains.

The magistrates said they would like to see a lorry laden with wood flour, in the police-court yard, and on their return from its inspection announced the dismissal of the case, APPEAL TRIBUNAL REMOVES RESTRICTIVE CONDITIONS.

Mr.. C. E. King, of Bournemouth, appealed successfully to the Appeal Tribunal last Friday, against conditions attached to a B licence granted by the South-Eastern Licensing Authority. He made his appeal in person and explained that he had been in business as a removals contractor for 17 years.

He originally obtained an A licence for four vehicles, but, upon application for renewal, he was persuaded that a B licence would be more suitable to his business. This enabled him to carry furniture and household effects, books and stationery any distance, and other goods within 20 miles of Bournemouth, but he had found these conditions restrictive.

The appeal was allowed and the conditions of the B licence are to ue altered so that Mr. King can carry "other goods" within a radius of 65 miles of Bournemouth.
