report's publication, Transport Select Committee chairwoman Louise Ellman said: "We were particularly concerned that problems relating to enforcement and resources which were raised by the TCs are not being properly addressed by Vosa. "This points to communication problems that should not exist if the right structures are put in place."
The report questions whether the Compliance Forum, set up last September as a means for input from the traffic commissioners (TCs) and trade associations in regard to Vosa's enforcement strategy, is being used effectively.
The Freight Transport Association's frustration that the TCs' licence managing systems are separate from the Vosa system and that a 'one stop shop' does not exist for operators, is also highlighted.
