trailers at a site in Walsall Road,Wednesbury, subject to the following conditions and undertakings: • air systems must be built up on engine tickover only. Engines will not be revved to speed up this process unless required to do so for a mechanical reason such as an air compressor problem; • engines on vehicles will be run for no more than 15 minutes before leaving or after returning to the operating centre, unless required to do so for a mechanical reason, such as a flat battery; • vehicles will not use reversing beepers before 7am or after 7pm, Monday to Friday, and not at all on Saturday, Sunday and public holidays. Any reversing manoeuvres outside these hours must be assisted by a banksman wearing high-vis clothing; • there will be six-weekly preventive maintenance inspections for vehicles and four-weekly PMIs for trailers; • an annual audit will be carried out by the FTA; • both idle time and movement reports for vehicles will be made available to the residents' representative monthly on request; • the operator will, on an annual basis, invite local residents and their representative to a meeting to discuss any issues or concerns relating to the operation. Details of the invitations, and minutes of any subsequent meeting, will be provided to the traffic commissioner where the offer of a meeting is taken up; • the weighbridge will be suitably maintained to prevent excess noise being generated by vehicles travelling across it; • vehicles and trailers that have to leave before 6am will be parked in such a way that they do not have to carry out additional manoeuvres to leave the site; • vehicles and trailers will not travel along All Saints Road, unless accessing other premises on that road.
