BECAUSE the Road Haulage Executive had not been properly represented at a previous hearing, a summons against it for permitting a trailer to be operated with inefficient brakes was heard at North London magistrates' court last week. Mr. R. A. R. Stroyan appeared for the R.H.E. North Hull group, one of the Joules of which collided with a trolleybus in Holloway, London.
A police witness told the court that the trailer hand brake was rusty and that there was a leak in the vacuum pipe-line Mr. Stroyan suggested that a fracture may have been caused in the pipe by the 'exertion of high pressure in an emergency brake application. The trailer came from a large depot and oversights occurred despite the most careful supervision.
The magistrate, Mr. Seymour Collins, said that the court's time had been wasted because of the Executive's delay in arranging legal representation. If it occurred again, he proposed to issue a witness summons against some highly placed official of the R.H.E.
Mr. Collins added: " I hope the time will come before long when steps are taken, making it poSsible for the fitter, or whoever is responsible for the maintenance of a particular vehicle, to be charged, and not the Executive itself."
A fine of £3 with £2 2s. costs, was imposed on the R.H.E. The driver, prosecuted for using the vehicle with deficient brakes, was discharged absolutely.
MOBILE TRANSFUSION UNIT TO perform the functions previously .1 carried out by several smaller vehicles, a large mobile blood-transfusion unit has been put_ into service by the Scottish National Blood Transfusion Association. Bodywork has been built by John Gibson and Son., Ltd., Leith, the bead of which, Mr. G. T. Gibson, has been a donor for many years.
The front compartment of the vehicle seats 14 people, including the driver, and beds are provided. The rear section contains the medical equipment. including refrigeration facilities for storing the blood in transit. The equipment enables 100 donations to be taken.
