Which of the following most accurately describes the problem?

"WHEN you find there is a need, yott

VY bring in a vehicle. When it can be brought in pending' someone else's application, it really proves the need for the application, but you step in in front of him."

The Northern Licensing Authority made this statement' to a representative of the Road Haulage Executive at Carlisle last week. when the R.H.F. objected to an application by Mr. T. Percival to increase his radius for cattle carrying from 25 miles to 150 milts.

'The applicant wished to bring earth to the grazing district of Rockla,2 Marsh on the Solway Firth and ta carry customers' stock to distant sales. Evidence was given to .Mr. R. (i. Davis. an R.H.E. official at Carlisle, that the Carlisle depot had obtained its first livestock container in reccnt. weeks while Mr. Percival's application was pending. it .was not fully engaged on cattle haulage., Requirements for -animal 'transport were usually catered for by Penrith vehicles.

A facility for haralling livestock had been started at Carlisle, Mr, Davis explained, because a Westlinton cattle carrier was being • acquired, and it had been elecided to set up an orOnization at Carlisle to be prepared for business.

The Authority remarked that trouble was sometimes caused by centralizing services after acquisitions. He granted the applicant permission to bring cattle to the grazing area, but was not Satisfied that existing facilities were inadequate for the long-distance Work to salts. He suggested that this latter ground could form the basis of another application.
