Which of the following most accurately describes the problem?

The Hawk has learnt of a supreme example of adding insult to injury. Shopkeeper Muriel Week Icy, 63, of Mattby, South Yorkshire, has been issued with a parking ticket for the getaway car used by the gang that robbed her. She was mugged outside a Sheffield supermarket by three men and a woman, who stole £200 worth of supplies. Having given police the registration of the attackers' car, Muriel subsequently received a £30 parking fine, made out in her name. It seems that the vehicle was spotted illegally parked an hour before the attack took place and somehow the police muddled up their information. I shouldn't be surprised lithe perpetrators are now sent a letter from Victim Support.
