Which of the following most accurately describes the problem?

BUS grant cash for 1977/78 should flow smoothly to all bus operators following an agreement last week between the Transport Department, the Confederation of British Road Passenger Transport and the Association of District Councils.

Only one major point is still to be sorted out. The DTp wants to pay grant only on complete vehicles, while both operators' associations want to retain separate payments on chassis and bodies.

The DTp seems worried that payment made on part of a bus commits it to paying on the rest of the vehicle — while the CPT and ADC do not agree that this is the case.

Fleet evaluation

Allocation of grant to individual operators this year will be on the basis of a national fleet valuation. This means that every type of bus is allocated a notional value regardless of its age or actual value. Once this split of the £48.8m available is arranged, which should be by the beginning of April, grant cash should start flowing.

Both CPT and ADC turned down flat the DTp suggestion that bus grant should be phased out until 1983 rather than finishing abruptly in 1980. What will actually happen is still to be resolved.
