Which of the following most accurately describes the problem?

REVISED declaration of normal user at a late stage in a Transport Tribunal hearing on Wednesday was opposed by Mr. R. Yorke. The four private appellants he represented, said Counsel, would probably not mind a normal user reading: "General goods, mainly exports and imports through the ports of Liverpool and Hull", though this was very different from that published. The Transport Holding Company (British Road Services), whom he also represented, were directly concerned with international operations: in view of the opposition to the recent bid by Hunters of Hull, he thought a large number of operators would like the chance to object. Mr. H. G. Hall represented P. and M. Transport Co. Ltd., of Bradford, who appealed against the refusal by the Yorkshire deputy Licensing Authority of an A variation bid for two additional 8+ ton vehicles.

Mr. Hall said P. and M. were shipping and forwarding agents who had developed a specialized unit load service from Bradford to Ireland. The deputy LA had admitted there was a case for at least one extra vehicle on B licence; his clients held that an A licence was justified by the evidence, and they felt it was pure chance if the claimed availability of BRS foreign-based vehicles coincided with urgent traffic needs.

The Tribunal reserved their decision.
