Which of the following most accurately describes the problem?

EXCLUMNG cars and motorcycles, the number of Vehicles registered for the first time in 1948 was about 14,000 fewer than in the previous year. Reference to the accompanying table will show that the decrease was almost entirely in the goods vehicle class.

The reasons for this drop are probably to be found in the disturbing effects of the Transport Act and the increased export quota. Although production rose from 157,945 in 1947 to 177,169 in 1948, the percentage of commercial vehicles constructed for export increased from 32.7 to 48.23.

New registrations in December last year (11,087) brought the total for 1948 to 182,919, against 194,815 in 1947.
