Which of the following most accurately describes the problem?

TACHOGRAPH MANUFAC TURERS say it doesn't really matter if the deadline for fitting digital tachographs is 31 December this year or August next year.

The industry was thrown into confusion last week following revelations that the EC was attempting to impose a final deadline of 31 December this year (CM 18 August). In the UK former Transport Minister David Jamieson had succeeded in winning a delay for the mandatory fitting of digital tachographs to August 2006.

Nick Rendell. MD of Siemens VDO, says: "The end date for implementation does not really matter. What matters is the start date — and it has started with some vehicles., now out on the roads."

Workshops and calibration centres are up and running, Rendell adds, so everything is in place for fitment and checking.

However, the Freight Transport Association remains to be con vinced that manufacturers and operators can satisfy the 31 December date. Joan Williams, head of road freight policy. says: "industry has had no opportunity to investigate or purchase downloading tools or software, let alone train administration staff and, more importantly, drivers"
