Which of the following most accurately describes the problem?

• The Government last week unveiled the initial phase of the first private-sector roads building programme, as predicted in CM 18-24 August.

Roads minister John Watts has named the Ml-Al Yorkshire Link Road as one of the first four major road building schemes to be designed, built, financed and operated by the private sector.

Under the proposals, private contractors will be responsible for managing and maintaining the road for 15-25 years. In return, the Department of Transport will pay contractors, based on the volume of vehicles using the road.

The 18.75-mile Ml-Al Yorkshire Link Road, which bypasses Leeds, will connect the M1 and M62 south of Leeds and the Al south of Wetherby. Also included in the work will be the widening of the M62 to dual four lanes east of junction 28 to the Lofthouse interchange. The MI will be improved to dual four lane from near junction 42 (Lofthouse) to near Belle Isle, The Al will also be widened to dual four lane between Hook Moor and Bramham Crossroads.

The three other projects to be built and operated by the private sector include the widening of the Al between Alconbury and Peterborough; the A419/A417 truck road between Swindon and Gloucester; and the A69 between Carlisle and Newcastle, including the Haltwhistle bypass.
