Which of the following most accurately describes the problem?

• Leicestershire haulier Patrick O'Neill, trading as PA Haulage of Home Farm, Station Road, Elmsthorpe, was accused of 13 offences last week at Daventry Magistrates.

These included using vehi cies without an 0-licence, insurance, test or plating certificates; having a defective tachograph, dangerous engine, dirty lights, defective brakes and steering; using a trailer with dangerous first and third axle body members; overloading; permitting drivers to drive without requisite HGV licences, and failing to produce test certificate.

Susan O'Neill, trading as Invincible Haulage from the satnE address, was accused of using a vehicle without an 0-licence; failing to display an 0-licence identity disc, and permitting drivers to drive without holdini HGV licences.

Allegations against the O'Neills were also heard at Daventry Magistrates from driver Ralph Berry of Exhall near Coventry. He appeared on charges of failing to keep a current tachograph record, using a vehicle with a defective tachograph and two defective tyres, and without plating or test certificates while driving a vehicle belonging to O'Neills Transport of Leicester.

Berry said that when he complained about the state of the vehicle O'Neill beat him about the head.

Both cases were adjourned.
