Which of the following most accurately describes the problem?

THIS IS the silly billy season. When else would a goat make news? Belonging to an Essex publican, the animal naturally drinks beer, but its main eccentricity is bus riding. It has also taken an interest in the London Underground and its owner says he is spending a small fortune in taxi fares to collect it from unauthorised excursions.

This is also the nanny season. A 51-year-old woman office cleaner made news by stopping a bus which took off on a frolic of its own downhill from a depot near Chesterfield. From the ground she steered it away from a parked lorry, and then jumped aboard and stopped the bus near a zebra crossing.
