Which of the following most accurately describes the problem?

A £600,000 road transport complex in Leigh, Lancashire was opened this week by National Coal Board chairman Sir Derek Ezra.

Adjacent to Bickershaw colliery, the Leigh complex is the new nerve centre for NCB's North Western coalfield vans and lorries.

It is an operating centre for 125 vehicles, ranging down from 30 ton eight-wheelers to light vans, and maintains a further 323 vehicles which are stationed at Bickershaw and other regional bases. There is further floodlit parking space on the site for 160 vehicles.

A staff of 46 is employed at the complex which has flowline maintenance arrangements to aid testing, lubrication, and repairs, and full office, messrooms, and storage space.
