Which of the following most accurately describes the problem?

THE THIRD campaign against theft on road haulage vehicles has been launched by the Road Haulage Association's vehicle security committee.

HOOF (Hands Off Our Freight) Week runs from August 29 until September 3 and is intended to make hauliers and own account operators more aware of the need to be security conscious.

RHA believes that HOOF can stop thefts of goods in transit provided that it is supported by honest staff at all levels of an undertaking.

Suffolk Chief Constable S. I. Whitley will launch the week at Ipswich on Tuesday evening, and members of RHA's Suffolk vehicle observer corps will answer operators' questions.

Further meetings will be held, first in London on Thursday, and on Friday in Cardiff.
