Which of the following most accurately describes the problem?

• Merseyside's transport chiefs went to earth recently — to see construction work on the new L12m loop line underground rail system now being built below Liverpool city centre.

The tunnel, together with a burrowing junction at Hamilton Square underground station, Birkenhead, forms an essential part of a comprehensive transport plan for Merseyside embracing road and rail communications which was first covered in the Merseyside Land Use Transportation Study.

The Merseyside plan includes another underground line, known as the "link", for which a DoE 75 per cent grant on the anticipated £ 1 lm cost has just been announced.

The work is being carried out through British Rail for Merseyside Passenger Transport Executive.
