Which of the following most accurately describes the problem?

I HAVE NOTICED in recent issues of COMMERCIAL MOTOR various remarks regarding the new 5-ton unladen weight limit in respect of the new proposals, and in particular the ridiculousness of this limit and the skimping it is likely to cause.

Surely if we must have this particular division there is a simple way which involves no jiggery-pokery? That is a two-axle vehicle— the heaviest of which are all about 5-ton unladen weight—should be exempt and that three-or-more-axle vehicles, all of which I imagine are over 5 tons unladen weight, should be licensed.
