Which of the following most accurately describes the problem?

ARANGE of charges for wide and abnormal loads and for recovering stranded vehicles is to be introduced when the £13m Tyne Tunnel opens in October.

The joint tunnel committee is to recommend that from October to May escort services for vehicles up to 9ft. 6in. will cost £2 during the day and £1 at night, plus normal tolls.

Wider loads will cost £10 during the day and £5 at night. From June to September the night rate will operate between 10 p.m. and 7 a.m. but abnormal loads will have to wait if traffic is heavy.

Owners of stranded vehicles will be charged £6 an hour for towing-out services with a minimum charge of £1 10s. An additional charge of £1 10s. will be made for towing out vehicles which have run out of fuel.

The proposed range of charges is subject to approval by Northumberland and Durham county councils and the Ministry of Transport.
