Which of the following most accurately describes the problem?

AWARNING was given last Friday to farmers and crofters in Shetland by Mr Alex Robertson, Scottish Deputy Licensing Authority, on the use of agricultural tractors for carrying goods for hire or reward. At a public inquiry in Lerwick he stated that he had been greatly disturbed by the number of complaints from holders of carriers' licences regarding the alleged misuse of tractors.

Those who continued to use tractors for haulage for hire or reward would lay themselves open to prosecution. No further public warning would be given and the Licensing Authority's enforcement officers would co-operate with the police in dealing with complaints from licensed operators.

Wyresoles embody coils of spring wire in the treads. After a few hundred miles of running, each loop is worn through, Leaving a series of U-shaped staples. The effect of the series of claws is to provide an efficient non-skid tread.
