Which of the following most accurately describes the problem?

ARRANGEMENTS have been proposed to facilitate the parking of coaches during the Festival of Britain next year. Negotiations have been taking place between the Passenger Vehicle Operators' Association and the

Metropolitan Police. At present it is proposed to .require all coaches entering London from the north and west to park in Regent's Park, where there will be room for 500 coaches. Vehicles coming from the south and east will have to park in reserved areas near Clapham Common and Clapham South underground stations.

It appears that a ring arrangement of roads will be specified as routes for coaches entering London during the Festival. The actual Festival site, bounded by Lambeth Bridge and Lambeth Road, Whitehall and the Strand; Fleet Street and Blackfriars Road, will be completely closed to all coach traffic. Passengers will be expected to travel by underground from the coach parks to Waterloo.

The P.V.O.A. is negotiating for a suitable park for coach passengers who wish to visit the Concert Hall only.
