Which of the following most accurately describes the problem?

In the course of a report recently issued by the Railway Commissioners of Victoria, N.S.W., the view is expressed that railcars are well adapted to conditions of traffic on many of the lines in that state. Trials which have been carried out have shown that the average running time has been increased from 12 m.p.h. to 25 m.p.h. by the use of such vehicles. In some eases operating costs have been reduced, whilst in others, although the costs have not declined, an improved service has been rendered possible.
