Which of the following most accurately describes the problem?

HAULAGE Association (RHA) members are to receive a month's free trial of the M6 toll road as part of an initiative to boost commercial traffic on the UK's only tolled motorway.

The deal will allow some operators that are not regular users of the road to route vehicles on the M6 toll to the north of Birmingham, avoiding the congested M6. Midland Expressway hopes the trial — which will run from 1 to 31 July — will save hauliers so much time and fuel that it will encourage them to become regular users. The standard weekday toll for an LGV is £11, but some operators receive discounts. Barry Proctor, of Stoke-on-Trent's Barry Proctor Services, said he had used the toll daily since it opened in 2003. "One of our customers has a factory at Kingsbury and the toll saves us time and mileage, so it's worth the investment." Nick Payne, RHA Midlands and Western regional director, said he was delighted with the trial, which had prompted more than 100 enquiries. To qualify for the scheme, RHA members must register for a free access card by 17 May, providing basic details about the size of the company and contact information.

Chris Lawrenson, MD at Pentalver Transport, said he found insufficient benefits from a one-month trial. "Unless you can get a discounted rate, the cost is too expensive to do it regularly."
