Mark Cutter has had his restricted licence cut so that it now expires at the end of October, following a conviction for carrying goods for hire or reward.

When Cutter, of Greenacre Farm, Peterson, St Brides appeared before South Wales Licensing Authority John Mervyn Pugh last September, he indicated that he planned to appeal against the conviction. However, when the disciplinary inquiry was resumed he told the LA that he had not carried the appeal through as he could not afford any further expense.

Mervyn Pugh said that the conviction had arisen when Cutter lied about carrying goods other than his own. It had been so minor and of such minimal seriousness that it would have been laughed out of court if Cutter had said that he had not fully appreciated the consequences of carrying for someone else. A warning would have been given and that would have been the end of it, said the LA.

Cutter stormed out of the hearing after Mervyn Pugh said that he had been given an opportunity to appeal, but had not taken it.

The LA also accused Cutter of hoodwinking the Traffic Area Office over an appeal. He said he had shown no remorse, and that his credibility did not exist.

Cutting the licence duration after Cutter returned and apologised, Mervyn Pugh warned that Cutter could expect no mercy if he appeared before him again in the future.
