Philip Aubrey, trading as Marros Free Range, had applied for authority to operate the vehicles from Tal Fan Farm, Marros, Pendine where he currently operated a 7.5-tonner. The application attracted environmental representations from neighbours who were concerned about the use of the road.

Department of Transport traffic examiner Robert Frampton said that there was more than adequate parking for the vehicles at the farm. The private road was suitable for an artic, provided traffic was "one way".
