BECAUSE he had departed from his normal user, Mr. Kenneth MacLennan, haulier, Aberchirder, last week had the licence for one of his lorries suspended during May by Mr. Alex Robertson, Scottish Deputy Licensing Authority. Mr. MacLennan undertook not to operate under C licence during this period.

"There is prevalent among operators the idea that the declaration of normal user made for the purpose of getting a licence is really of no consequenc," said Mr. Robertson. "Once he gets a licence he thinks he can do anything he likes. That may well have been what happened before 1953, but things are changed now."

Mr. MacLennan, who had five vehicles with a normal user covering Aberdeenshire. Banff and Moray, said that to oblige some long-established customers he began to operate to Glasgow and the south. Last winter, when all the roads in the north were blocked, his drivers were idle, and to avoid the possibility of having to pay them off, he did work for a Leith grain merchant.

As soon as the roads became clear he returned to his local work, and sub-contracted his business to England. He said that he had been working to England only during the past three months. He had applied to vary his licence to cover the new work.

Mr. Robertson, referring to a schedule, said that one vehicle alone had made 25 journeys to England, excluding trips to Southern Scotland.
