Which of the following most accurately describes the problem?

• Standardised licences and discs which are not specific to a traffic area are to be introduced in January next year, says the first annual report published this week by the Traffic Area Network, the Department of Transport umbrella organisation which oversees Traffic Area Offices, Licensing Authorities and Traffic Commissioners.

The licences and discs will also have an anti-fade factor built into the design. A review of exemptions from operator licensing requested by the Government will also begin next year.
