The DLA granted its licence after assurances from sole director Garrett Andrew that he had no connection with a George Anthony Devlin, trading as GA Devlin & Sons, Wilton Contracts (London) Ltd, J B & M Motor Haulage, Eugene O'Riordan, Anthony McCarthy, Margaret Reynolds, or Janet Verwyst.

Stevenson said those people and companies were of great concern to the Licensing Authority. He needed to know what connection there was, if any, with George Devlin of Dreadnought Wharf, Greenwich, who had not sought renewal of his licence after problems over vehicles fly-tipping. There was quite a web and one of an LA's duties was to ensure that only fit people were given licences.

Garrett Devlin said that he knew nothing about fly-tipping. Questioned by the DLA, Devlin said he had been a director of Devlins of Cricklewood, a company run by his father which had gone into volountary liquidation. That company had never been based at Greenwich. He had purchased its vehicles and his father had no connection with the new company.

Financial evidence was heard in private and Devlin, who had been operating under interim authority, gave an undertaking to produce audited accounts by the end of the year.
