Which of the following most accurately describes the problem?

• Ashbourne, Derbyshire operator SAY Transport cut its 22-strong general haulage fleet by 10 last week.

Managing director Stuart Yates blames the move on delayed payments for work completed. "It's not that we were short of work. We can't get the money in quickly enough and have incurred a number of bad debts," he says.

The Road Haulage Association has been campaigning for a change in the law to allow companies to charge interest on overdue accounts in an effort to avoid such cases.
