Which of the following most accurately describes the problem?

under the heading Hanpack Database (CM 10 September 1987) which relates to the information in writing required by the Road Traffic (Carriage of Dangerous Substances in Packages etc) Regulations 1986. This refers to multi-product information in writing causing problems in some police areas where the practice is frowned on.

In fact, the practice is currently illegal in that the driver, if carrying such written information and not all the products to which it applies are being carried on the vehicle, would be in breach of Regulation 6 (2) (b).

We are hoping to overcome this problem by, possibly, amending the regulations, but in the meantime I hope you will actively publicise this matter, as I fear a not insignificant number of drivers may, unwittingly, be contravening the Regulations.
