Which of the following most accurately describes the problem?

• Linlithgow coach operator John Campbell has been banned from operating a local service between Linlithgow Bridge and Edinburgh by Scottish Traffic Commissioner Hugh McNamara.

In addition, the registratiion of the service has been cancelled and Campbell has been ordered to repay a 2120 fuel duty rebate and the costs of the public inquiry in Glasgow, which he failed to attend.

McNamara said that Campbell, who trades as Campbells Coaches, had not operated the service in accordance with its registration although the Traffic Area Office has pointed out to him that he had no authority to operate it on the scale and frequency that he did, The LA felt it appropriate that Campbell should pay the costs of the inquiry, bearing in mind his wilful refusal to respond to letters, his neglect to make written representations and his last-minute excuses for failing to attend.

He considered that Campbell's conduct had been "frivolous, vexatious, improper and unreasonable."
