Which of the following most accurately describes the problem?

THE WRONG MAN was declared the winner of the Eagle Engineering Trophy at the CN LDoY finals (CM, September 12), it was revealed at the post mortem meeting of the National Council in London last week. The man who held the title for four days, P., R. Mayes of Norfolk County Council, had left the event before the prize-giving ceremony and did not hear himself being declared the winner. The rightful winner — W. A. Whitlock of West Sussex Fire Brigade — who had waited, incidentally, to collect the trophy, challenged the result. The committee agreed that Mr Whitlock's marks were lower than those of Mr Mayes, and the trophy will now be handed over to the fireman.

Another man who suffered disappointment over the sam trophy was R. Le Gallez whc although driving for th Channel Islands Local Auth ority, had failed to specify thi on his entry form. The . corn mittee held that he had no entered for the Municipa Class in the competition.

The achievement of Mr LI Gallez in winning the Essc award for the best tanke driver was also challenged. driver with 40 penalty points 22 lower than the winner, los an appeal because the resuI had been calculated by thE index of performance methot of calculation. The committeE agreed that there was SOME confusion in the minds oi entrants and competitors on how this system operated and an explanation is to be included in next year's regulations.
